Rachel Keeney,
Executive Director

Rachel joined the Top of WV CVB in October, 2021. She holds a master’s degree in Interdisciplinary Design and has worked in marketing and communication for several years. Rachel is excited to collaborate with CVB members to promote Brooke and Hancock Counties to new visitors.

Sarah Cale
Executive Assistant

Sarah joined the Top of WV CVB in July, 2021. She comes to the Northern Panhandle from Morgantown, where she attended WVU. Sarah graduated with a BFA in printmaking and Art History, and is ready to help the local area thrive.

The Top of WV Convention and Visitors Bureau exists to enhance the economic vitality of Hancock and Brooke Counties, West Virginia, by advertising our local communities as a destination to the recreation, business meeting, and convention markets. We are an independent non-profit organization, governed by a volunteer Board of Directors.

We are here to serve you, our customers and guests, with information and collateral materials that will help make your stay in either of our counties more enjoyable, or that will assist you when making your travel decisions.

Top of WV Arts Council Logo

The Top of West Virginia Arts Council

Formed in 2008, the Top of West Virginia Arts Council works under the umbrella of the CVB and manages Summit Art Gallery, located at 3539 Main Street in Weirton, West Virginia. New exhibitions open at Summit every two months.

The New Cumberland River Fest is also home to our annual open art exhibition, which features the talents of our region’s adults and children and highlights the work of students from local schools. 

     The Top of WV Arts Council meets at Summit Art Gallery at 5 p.m. on the first Thursday of every month. New members are welcome to attend, share new ideas, and help to promote the arts in our region.
